Feel free to use DK or worsted weight yarn with a D or E hook, just note that your flowers will be bigger.
Feel free to decrease your chain stitches in odd numbers to make them smaller as well.

Make a slipknot (leaving a long tail)
Chain 19
R1: Starting in the second chain from the hook (3sc, sl st) 9 times {36 sts}
Fasten off and leave a long tail.
Wrap the curly piece into a spiral. Place a few pins to keep it in place.
Insert one of the fastened off pieces of yarn through a yarn/darning needle. Weave the yarn back and forth to secure the flower. Do the same with the other fastened off piece of yarn.
Tie a double knot at the back when you're done. If gluing on the flowers, cut the remaining yarn. If sewing the flowers on, leave the yarn attached.
I wove all remaining yarn into the flowers and threaded a piece of yarn through all three to make a headband.
